At the second day of probing the new number plates and driver's licences registration by the senate committee on federal character and intergovernmental affairs, the Federal Road Safety Corps(FRSC) and the Nigerian Police accused each other of carrying out illegal vehicle registrations.

The Nigerian Police Force through the Deputy Inspector General of Police Olajide Akano, said that FRSC's upgrade of vehicle licences and plate number registration was illegal as the commission was not set up do carry out such activities.
Akano said the police in combating security problems in the country had set up the Enhanced Central Motor Registration(ECMR), that electronically capture vehicle registration. He said that ECMR was cheaper as it cost N3,500 for plain glass vehicles and N5, 000 for tinted glass vehicles.

In response FRSC Corps Marshal, Osita Chidoka said that the ECMR programme had been declared illegal by the Joint Tax Board in Kano and Nassarawa states.

“At the 104th meeting of the Joint Tax Board (JTB) between August 6 to August 7, 2003 in Nasarawa State and the communiqué noted that road taxes are the responsibility of the states. The communiqué also highlighted that the ECMR are un-receipted by the Police. The meeting agreed that the function of keeping motor vehicle records is kept statutorily by the FRSC. The CMR, as currently put, is illegal. The JTB said that.” Chidoka said in defense of FRSC.

The committee kicked against the plan of the police to carry out another registration which they said would be a burden for Nigerians.
