I am honoured and privileged to present the 2016 Budget proposal. This is my first address before this joint session of the National Assembly. I have come here today, not only to address members of the National Assembly, but also to speak directly to the men and women who placed us here.
2. I know the state of our economy is a source of concern for many. This has been further worsened by the unbridled corruption and security challenges we have faced in the last few years. From those who have lost their jobs, to those young people who have never had a job, to the people in the North East whose families and businesses were destroyed by insurgents, this has been a difficult period in our nation’s history, lessons that we must not forget or ignore, as we plan for the future.
3. By June 2014, oil prices averaged $112 per barrel. But as at today, the price is under $39 per barrel. This huge decline is having a painful effect on our economy. Consumption has declined at all levels. In both the private and public sectors, employers have struggled to meet their salary and other employee related obligations. The small business owners and traders have been particularly hard hit by this state of affairs.
4. Fellow Nigerians, the confidence of many might be shaken. However, I stand before you today promising that we will secure our country, rebuild our economy, and make the Federal Republic of Nigeria stronger than it has ever been.
5. The answers to our problems are not beyond us. They exist on our farmlands; our corporations; in the universities in the hearts and minds of our entrepreneurs; through the gallantry of our Armed Forces; and the resolute spirit of Nigerians, especially the youth, who have refused to give up despite all the obstacles confronting them.
6. This Budget proposal, the first by our Government, seeks to stimulate the economy, making it more competitive by focusing on infrastructural development; delivering inclusive growth; and prioritizing the welfare of Nigerians. We believe that this budget, while helping industry, commerce and investment to pick up, will as a matter of urgency, address the immediate problems of youth unemployment and the terrible living conditions of the extremely poor and vulnerable Nigerians.
7. In the medium to longer term, we remain committed to economic diversification through import substitution and export promotion. This will build resilience in our economy. It will guarantee that the problems we have today, will not confront our children and their children. This shall be our legacy for generations to come.
2015: A Year of Global and Domestic Challenges
8. Today, it is widely acknowledged that the global economy has slowed down. This is particularly the case with emerging markets such as Nigeria. However, despite the weak emerging market growth rates, our domestic security challenges, declining oil prices, and the attendant difficulties in providing foreign exchange to meet market demands, the Nigerian economy grew by 2.84% in the third quarter of 2015.
9.  We have, and will continue to implement strategies that will maintain macroeconomic stability and manage the oil price shocks we are experiencing.
10.   Upon the inauguration of this administration on 29th May 2015, we engaged key stakeholders from various sectors of our economy and interfaced with the heads of Ministries, Departments and Agencies (MDAs) in order to understand the true state of our nation. What we found prompted us to take certain strategic decisions.
11.  On the economy, we injected new leadership at the helm of our revenue generating agencies including the Federal Inland Revenue Service (FIRS), Nigerian National Petroleum Corporation (NNPC), Nigerian Communications Commission (NCC), and the Nigerian Customs Service (NCS). We implemented the Treasury Single Account (TSA) which, so far, has provided greater visibility of Government revenues and cash flows. We intervened to support States to navigate their fiscal challenges by restructuring their commercial bank loans and by providing facilities to enable them to pay salary arrears.
12.   We have demonstrated a strong will to fight corruption. I am sure you will agree that the sheer scale of corruption and impunity of the past explains in part, the economic challenges we now face. On these initiatives, and the many more to come, we shall not be deterred. We will pursue the recovery of everything that belongs to the people of Nigeria. No matter where it is hidden. No matter how long it will take.
2015 Budget Performance
13.  Distinguished and honourable members of the National Assembly, I now present a review of the 2015 Budget. That Budget was based on a benchmark oil price of $53 per barrel, oil production of 2.28 million barrels per day and an exchange rate of N190 to the US$.
14.  The projected revenue was N3.45 trillion, with an outlay of N4.49 trillion, implying a deficit of N1.04 trillion. Due largely to under-provisioning by the previous administration for fuel subsidy and the costs required to support the military operations in the North East, the Government had to obtain National Assembly’s approval for a supplementary budget of N575.5 billion. I take this opportunity to thank all members of the National Assembly for the prompt passage of that Bill.
2016: Budget Assumptions
15.   After reviewing the trends in the global oil industry, we have set a benchmark price of $38 per barrel and a production estimate of 2.2 million barrels per day for 2016. We have focused on non-oil revenues by broadening our tax base and improving the effectiveness of our revenue collecting agencies.
16.   Also, with the full implementation of the Treasury Single Account, we expect significant improvements in the collection and remittance of independent revenues. To further support the drive for increased remittances, we will ensure that all MDAs present their budgets in advance, and remit their operating surpluses as required by section 22 of the Fiscal Responsibility Act.
17.  We are determined to ensure that our resources are managed prudently and utilized solely for the public good. To set the proper tone, one of our early decisions was the adoption of a zero based budgeting approach, which ensures that resources are aligned with Government’s priorities and allocated efficiently. This budgeting method, a clear departure from previous budgeting activities, will optimize the impact of public expenditure.
18.   In addition to the proper linkage of budgeting to strategic planning, we are enhancing the utilization of the Government Integrated Financial Management Information Systems (GIFMIS) to improve financial management. The recently established Efficiency Unit is working across MDAs to identify and eliminate wasteful spending, duplication and other inefficiencies. We engaged costing experts to scrutinize the 2016 budget proposals. They have already identified certain cost areas that can be centralized for economies to be made.
19.   We have directed the extension of the Integrated Personnel Payroll Information System (IPPIS) to all MDAs to reap its full benefits. We will also strengthen the controls over our personnel and pension costs with the imminent introduction of the Continuous Audit Process (CAP). These initiatives will ensure personnel costs are reduced. Our commitment to a lean and cost effective government remains a priority, and the initiatives we are introducing will signal a fundamental change in how Government spends public revenue.
2016: Laying the Foundation for Sustainable Growth
20.  The 2016 budget, as outlined, is designed to ensure that we revive our economy, deliver inclusive growth to Nigerians and create a significant number of jobs.
21.   We aim to ensure macroeconomic stability by achieving a real GDP growth rate of 4.37% and managing inflation. To achieve this, we will ensure the aligning of fiscal, monetary, trade and industrial policies.
22.  As we focus on inclusive growth, we are conscious of the current rate of unemployment and underemployment. This is a challenge we are determined to meet; and this budget is the platform for putting more Nigerians to work. I can assure you that this administration will have a job creation focus in every aspect of the execution of this budget. Nigeria’s job creation drive will be private sector led. We will encourage this by a reduction in tax rates for smaller businesses as well as subsidized funding for priority sectors such as agriculture and solid minerals.
23.  As an emergency measure, to address the chronic shortage of teachers in public schools across the country, we also will partner with State and Local Governments to recruit, train and deploy 500,000 unemployed graduates and NCE holders. These graduate teachers will be deployed to primary schools, thereby, enhancing the provision of basic education especially in our rural areas.
24.  We also intend to partner with State and Local Governments to provide financial training and loans to market women, traders and artisans, through their cooperative societies. We believe that this segment of our society is not only critical to our plan for growing small businesses, but it is also an important platform to create jobs and provide opportunities for entrepreneurs.
25.  Furthermore, through the office of the Vice President, we are working with various development partners to design an implementable and transparent conditional cash transfer program for the poorest and most vulnerable. This program will be implemented in phases. Already, the compilation of registers of the poorest persons is ongoing. In the coming weeks, we will present the full programme, which will include our home-grown public primary school feeding and free education for science, technology and education students in our tertiary institutions. Indeed, this will mark a historic milestone for us as a nation.
The 2016 Budget
26.  Distinguished members of the National Assembly, I now present, the 2016 Budget proposals of the Federal Government. Based on the assumptions I presented earlier, we have proposed a budget of N6.08 trillion with a revenue projection of N3.86 trillion resulting in a deficit of N2.22 trillion.
27.  The deficit, which is equivalent to 2.16% of Nigeria’s GDP, will take our overall debt profile to 14% of our GDP. This remains well within acceptable fiscal limits. Our deficit will be financed by a combination of domestic borrowing of N984 billion, and foreign borrowing of N900 billion totaling N1.84 trillion. Over the medium term, we expect to increase revenues and reduce overheads, to bring the fiscal deficit down to 1.3% of GDP by 2018.
28.   In 2016, oil related revenues are expected to contribute N820 billion. Non-oil revenues, comprising Company Income Tax (CIT), Value Added Tax (VAT), Customs and Excise duties, and Federation Account levies, will contribute N1.45 trillion. Finally, by enforcing strict compliance with the Fiscal Responsibility Act, 2007 and public expenditure reforms in all MDAs, we have projected up to N1.51 trillion from independent revenues.
29.   Although we are working to diversify our economy, we will not lose sight of the need to restructure the oil and gas sector which has been marred by corruption and plagued with inefficiencies. Accordingly, I have directed the Petroleum Products Pricing Regulatory Agency (PPPRA) to adjust its pricing template to reflect competitive and market driven components. We believe this can lower input costs and attain efficiency savings that will enable PPPRA to keep the selling price for all marketers of petrol at N87 per liter for now.
30.  The current fuel scarcity with long queues at petrol stations all over the country causing social dislocation is very unfortunate. Government profoundly apologizes to Nigerians for this prolonged hardship and misery. It is as a result of market speculators and resistance to change by some stakeholders. Government is working very hard to end these shortages and bring fuel to the pumps all over the country.
31.   I have also directed the NNPC to explore alternate funding models that will enable us to honour our obligations in Joint Ventures (JVs) and deep offshore fields. We are confident that these measures can be achieved and will lower the burden that the traditional cash calls have imposed on our budget and cash flows as well as contribute towards shoring up our national reserves.
32.   To deliver our development objectives, we have increased the capital expenditure portion of the budget from N557 billion in the 2015 budget to N1.8 trillion, in the 2016 budget. Distinguished and honourable members of the National Assembly, for the first time in many years, capital expenditure will represent 30% of our total budget. In future years we intend to raise the percentage allocation for capital expenditure.
33.   This is a fulfillment of our promise to align expenditure to our long-term objectives, and a sign of government’s commitment to sustainable development. This increased capital expenditure commits significant resources to critical sectors such as Works, Power and Housing – N433.4 billion; Transport – N202.0 billion; Special Intervention Programs – N200.0 billion; Defence – N134.6 billion; and Interior – N53.1 billion. These investments in infrastructure and security are meant to support our reforms in the Agriculture, Solid Minerals and other core job creating sectors of our economy.
34.   We will invest to safeguard lives and property.
35.   We will invest in equipping our farmers with the right tools, technology and techniques.
36.  We will invest in empowering and enabling our miners to operate in a safe, secure and humane environment.
37.   We will invest in training our youths, through the revival of our technical and vocational institutions, to ensure they are competent enough to seize the opportunities that will arise from this economic revival.
38.  Indeed, the future looks bright. And I ask that we all work together to make this vision a reality. The 223% year on year growth in capital expenditure demonstrates our desire to make Nigeria more competitive, and start the journey to deliver sustainable development in our country.
39.  In fulfillment of our promise to run a lean government, we have proposed a 9% reduction in non-debt recurrent expenditure, from N2.59 trillion in the 2015 Budget to N2.35 trillion in 2016. Furthermore, we have budgeted N300 billion for Special Intervention Programs, which takes the total amount for non-debt recurrent expenditure to N2.65 trillion.
39.  As I mentioned earlier, the Efficiency Unit set up by this Administration together with effective implementation of GIFMIS and IPPIS will drive a reduction of overheads by at least 7%, personnel costs by 8% and other service wide votes by 19%. Distinguished and honourable members, this budget will be executed to provide optimum value by ensuring every naira spent by this Government, counts.
40.   We will devote a significant portion of our recurrent expenditure to institutions that provide critical government services. We will spend N369.6 billion in Education; N294.5 billion in Defence; N221.7 billion in Health and N145.3 billion in the Ministry of Interior.  This will ensure our teachers, armed forces personnel, doctors, nurses, police men, fire fighters, prison service officers and many more critical service providers are paid competitively and on time.
41.   Distinguished and honourable members of the National Assembly, our 2016 borrowings will be principally directed to fund our capital projects. Furthermore, the sum of N113 billion will be set aside for a Sinking Fund towards the retirement of maturing loans; while N1.36 trillion has been provided for foreign and domestic debt service. This calls for prudent management on our part, both of the debt portfolio and the deployment of our hard earned foreign exchange earnings.
42.  I am aware of the problems many Nigerians currently have in accessing foreign exchange for their various purposes – from our traders and business operators who rely on imported inputs; to manufacturers needing to import sophisticated equipment and spare parts; to our airlines operators who need foreign exchange to meet their international regulatory obligations; to the financial services sector and capital markets who are key actors in the global arena.
43.  These are clearly due to the current inadequacies in the supply of foreign exchange to Nigerians who need it. I am however assured by the Governor of Central Bank that the Bank is currently fine-tuning its foreign exchange management to introduce some flexibility and encourage additional inflow of foreign currency to help ease the pressure.
44.   We are carefully assessing our exchange rate regime keeping in mind our willingness to attract foreign investors but at the same time, managing and controlling inflation to level that will not harm the average Nigerians. Nigeria is open for business. But the interest of all Nigerians must be protected. Indeed, tough decisions will have to be made. But this does not necessarily mean increasing the level of pain already being experienced by most Nigerians.
45.  So to the investors, business owners and industrialists, we are aware of your pains. To the farmers, traders and entrepreneurs, we also hear you. The status quo cannot continue. The rent seeking will stop. The artificial current demand will end. Our monetary, fiscal and social development policies are aligned.
Conclusion
46.   Mr. Senate President, Mr. Speaker, distinguished members of the National Assembly, in spite of the global economic uncertainties; we must remain steadfast in our commitment to steer this country back to greatness.
47.  The Nigerian economy needs to move away from dependency on oil. Our growth must be inclusive. Nigerians must be part of the growth story. As a Government, we shall deliver security, jobs and infrastructure. This is the right of all Nigerians.
48.  I know many people will say “I have heard this before”. Indeed, trust in Government, due to the abuse and negligence of the past, is at an all-time low. This means we must go back to basics. Our actions will speak for us. My team of dedicated, committed and patriotic Nigerians is well aware of the task ahead and I can assure you that we are taking on the challenge.
49.   We will not betray the trust reposed in us.
50.  We will welcome and be responsive to your feedback and criticisms.
51.  We are here to serve. And indeed, Nigerians will get the service they have longed for and which they rightly deserve.
52.  We as a Government cannot do it alone. We will require the support of all civil servants, the organized labour, industry groups, the press and of course, our religious and traditional institutions. This is a call for all of us to stand and serve our country.
53.  This Budget represents a major step in delivering a new opportunity for Nigeria. It demonstrates our confident optimism that despite the challenging times, we have the will, resourcefulness and commitment to deliver prosperity to our people. And by the Grace of Almighty God and the sheer will and determination of the Nigerian people, we will come out stronger and more united than ever.

President Muhammadu Buhari on Friday expressed his appreciation to Catholic priest Father Ejike Mbaka,who paid him a visit in the State house,The president thank him for what he has done and said and also called him a man of courage and reaffirmed his conviction that change will come to the country.

"Thank you very much for what you have done and said. It brought you out to the whole country as a man of courage. It was honest and well delivered. It has gone into the records as one of the best concerns expressed from the pulpit, not because it favoured me and my party, the All Progressives Congress, but because it was good for the country, " the President told Father Mbaka.
President Buhari reaffirmed his conviction that change will come to the country, "with a lot of hard work, despite the security and economic problems." He appealed for the continued understanding and patience of Nigerians.
Vice President Yemi Osinbajo, who was present at the President's audience with Father Mbaka described the priest as a man "who stood for truth and propriety, and declared corruption unacceptable."
He added that the Buhari administration "is committed to truth and justice, and won't encourage corruption in any way."
Fr. Mbaka, who in the run up to the 2015 presidential election, told his teeming followers that erstwhile President Goodluck Jonathan would not be re-elected because of pervading corruption and insecurity in the land, said he was happy with the mission and methodology of the Buhari administration.

President Buhari Distances Himself From Saraki's Code of Conduct Trial

 In a statement released today by his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, President Buhari distanced himself from the ongoing trial of Senate President Bukola Saraki at the Code of Conduct Bureau. In the statement, Shehu said that the laws binding the Code of Conduct bureau and Tribunal forbids interference from external forces from any quarters.

Garba said those who were accusing Buhari of witch hunting Saraki are uninformed

"This therefore is purely a judicial process and has nothing to do with the Presidency. Let them hire a good team of lawyers to prove their innocence. Government has no desire to persecute anybody. The President has vowed to respect the rule of law and this is what he is doing by staying out of this matter. He has said times without number that the war against corruption has no sacred cows," the statement in part read.

Comply With Directive on Treasury Single Account by Sept 15 or Face Sanctions - President Buhari Warn Government Agencies

 President Buhari has threatened to sanction Government Agencies that fail to comply with the Federal Government directive to remit generated revenues into the Treasury Single Account by September 15. This is contained in a statement released by his Special Adviser on Media & Publicity Femi Adesina today September 7th. Find the statement below...

President Muhammadu Buhari has set a deadline of Tuesday, September 15, 2015 for full compliance with his directive that all revenue due to the Federal Government or any of its agencies must be paid into the Treasury Single Account (TSA) or designated accounts maintained and operated in the Central Bank of Nigeria (CBN), except otherwise expressly approved. A circular issued to all Ministries, Departments and Agencies of the Federal Government by the Head of the Civil Service of the Federation, Mr. Danladi Kifasi urged the MDAs to ensure strict compliance with the deadline to avoid sanctions. The circular – HCSF/428/S.1/125 of September 4, 2015 noted that a number of MDAs were yet to comply with Circular Ref. No. HCSF/428/S.1/120 of August 7, 2015 which conveyed President Buhari’s original directive on the payment of all Federal Government revenue into a Treasury Single Account.
“In this regard, His Excellency, Mr. President has directed that all MDAs are to comply with the instructions on the Treasury Single Account (TSA) unfailingly by Tuesday, September 15, 2015.
“Heads of MDAs and other arms of Government are enjoined to give this Circular the widest circulation and ensure strict compliance to avoid sanctions,” Mr. Kifasi wrote.

The presidency has said that official portfolio as Nigerian First Lady was yet to be assigned to Aisha, the wife of president Mohmmadu Buhari.The Presidency was reacting to allegations in some Nigerian media that the wife of President Muhammadu Buhari has moved into the First Lady’s office in the Aso Villa.

The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu said that even though there was absolutely nothing wrong with Mrs. Buhari making use of the office space reserved for the First Lady, she had not done so in her capacity.
“President Buhari promised that there would be a clear difference between the role played by his wife during his tenure and that played by many previous First Ladies. “All that ostentation, ubiquitousness and arrogance we have come to expect from the office are over and done with. Change has come.

“The ideal platform from which she will be useful to Nigeria’s women and children is still being thought out. Once this has been concluded on, Mrs. Buhari’s role will become clearer to all Nigerians. There will be nothing shady or hidden about it. There will be no access to public funds. It will be purely private and voluntary”, he said.
Her only visit to that office was at the point of the take-over of the Villa by the incoming administration.“Out of respect to Mrs. Buhari, the Sierra-Leonian First Lady, Mrs. SiaKoroma recently surrendered her position of head of Africa’s First Ladies to Mrs. Buhari, inviting her to take up the same seat which Mrs. Jonathan hurriedly handed over a few weeks to the handover of her husband’s government to President Buhari. Again, all these things are currently under consideration and no decision has been arrived at presently,” Shehu said.

Real Reason President Buhari suspended NIS Boss

While there have been rumors concerning the suspension of David Parradang,Comptroller-General, Nigeria Immigration Services (NIS)  by President Buhari, the Special Adviser on Media and Publicity to the President, Mr. Femi Adesina, has come out to clarify the air. He said that President Muhammadu Buhari suspended  David Parradang, for unauthorized recruitment into the Service.

Adesina, who replied Vanguard’s enquiry in a Short Message Service (SMS), dispelled insinuations in some quarters that Parradang was suspended because an ISIS chief, Ahmed Al Assir, got entry visa at the Nigerian embassy in Lebanon to visit Nigeria.
He said:
“The suspension of Comptroller-General, Nigeria Immigration Services (NIS), David Parradang, today (Friday), was not connected to the probe of how the ISIS chief got the Nigerian visa but for unauthorized recruitment into the Immigration Service.”
Recall that Parradang was appointed into office in June 2013 for a four-year tenure.
He was also indicted in the recruitment scandal which led to the death of at least 19 job seekers across Nigeria, during a nationwide recruitment test conducted by the NIS, on Saturday, March 16, 2014.

Millions of job seekers who reportedly paid the sum of N1,000 as application fee, had thronged venues of the exercise, mostly stadia.Well, we can say there was high time someone did something about the fraud in NIS.

President Buhari Calls For Inclusion of Islamic Books in Federal Schools’ Curriculum

 President Buhari has called on the Federal Ministry of Education to include two Islamic Studies books written by the late Justice Muhammad Bashir Sambo in the secondary school curriculum for all Federal Government Colleges.

According to The News Agency of Nigeria, President Buhari gave the directive at the weekend in Kaduna while launching the reviewed editions of the books which were first published in 1974.

Represented by Governor Nasir El-Rufai of Kaduna State, the president, according to NAN noted that such books had become essential in the face of declining moral and religious values in the country.

 President Muhammadu Buhari is appealing to Nigerians abroad to remain wherever they are while the country battles the challenge of unemployment rocking the nation.

Buhari said this in a meeting with members of the Nigerian community in Benin Republic on Saturday evening.

In response to a question on what his administration was doing to facilitate their return home, Buhari told them [Nigerians abroad] to stay put because he would not want them to add to the problem of unemployment currently in Nigeria

He said: "I believe a lot of you are doing well and are better of here. So, the question of facilitating you to come home does not arise. We don’t want you to come back home and be unemployed. Don’t come and add to our problems. If you have something doing here please, continue doing it.”

Buhari also confirmed reports that his administration plans to reduce the number of federal ministries. He said: "Although we are trying to cut down on the number of ministries, the morale of Nigerians in the Diaspora must be considered. This is because we are so many. We are aggressive whether in business or other facets of life. So, we, as a government, will do everything possible to look after Nigerians wherever they are."

The President also appealed to Nigerians in other countries to remain law-abiding citizens of wherever they are staying, and be good ambassadors of the nation. He said: "“I have always told the Nigerian communities to respect their hosts’ culture and obey their laws. Some of them are in prison for committing a number of crimes. But for you who are so close home, you should do your best to be good ambassadors of the country."

President Buhari Orders Immediate Release Of N5billion Pledge To Boko Haram Victims

 President Buhari yesterday directed the Head of Service of the Federation, Mr. Danladi Kifasi, to release the N5billion the government pledged to the Victims Support Fund (VSF), since July 2014.

 He made the order after the Chairman of the Funds Presidential Committee, Lt. Gen. Theophilus Danjuma (rtd.) told him that out of the N55.92 billion pledged at a fund-raising dinner for the Fund in August last year, N33.54 billion was still outstanding, including N5 billion from the Federal Government.

According to him, the VSF currently has N23.33 billion in four bank accounts, revealing that the government of former President Jonathan gave the Committee approval to incorporate the fund into a Trust Fund, to “insulate it from political interference’’.

"I Won’t Appoint People Who Lack Integrity As Ministers" - President Buhari

 During his live programme on NTA, yesterday, President Buhari said he won't appoint men and women who lack integrity as ministers in his cabinet.
"We will try as much as possible to avoid appointing hostages; by this, I mean people who have been in the system but compromised their personal and professional integrity. From what I have seen so far, we need very patriotic Nigerians to be ministers; Nigerians that can work very hard with knowledgeable experience; committed Nigerians to be in charge of ministries. A lot of institutions in Nigeria are compromised, everybody for himself and God for all of us. It is most unfortunate. We have people, educated and experienced people, but everybody seems to be working for himself on how much they could get away with as soon as possible. 

We have to look for technocrats and politicians. We have to look out for decent people in this class to give them the responsibility of being in charge of ministries and important parastatals. It is taking so much time to appoint ministers because a number of knowledgeable people have been compromised. They have been compromised by people who will like to depend on them to damage our economy and security; a lot of them have been compromised. The worst thing that I think can happen is to get a compromised person to be in charge of institutions.

There is no way he could be efficient or patriotic. Somebody behind the scene will be manipulating him at the expense of the nation. This is what we are trying to avoid and I assure you that so much damage has been done to Nigeria. We cannot rush to give this responsibility to people that have unfortunately been compromised. This is because there is no way you can effectively supervise, let’s say 20 ministries, you have to give it to people you trust and you allow them to perform according to the Constitution of the country. If you appoint compromised people, then we will be back to square one and Nigeria will be the loser.” he said

Don't Intimidate Us With EFCC - PDP Warns Federal Government

 Senators of the Peoples Democratic Party, PDP, have warned the Federal Government against using the Economic and Financial Crimes Commission, EFCC, to intimidate them, vowing to resist such attempt.

They asked President Muhammadu Buhari to ensure that some people do not use his name to misuse state machinery in fighting their perceived political opponents in the guise of waging anti-corruption war.

A statement on Friday by Senator Peter Nwaoboshi, on behalf of PDP senators, read,
“As much as we are not against the anti-corruption agencies performing their statutory duties, the invitation by EFCC to the wife of the Senate President, Mrs. Toyin Saraki, clearly indicated that the threat by a group within the National Assembly to use all means to fight the National Assembly leadership is now being carried out.

“Nigerians should ask the EFCC what it was waiting for all this while before realising that it would need to invite Mrs. Saraki when she left the Government House with her husband in 2011. And why should the invitation come a few days after a senator threatened that his group would bring the senate president down?
“We also think that the same witch-hunt that the wife of the senate president is suffering now is the same thing happening to his deputy, Senator Ike Ekweremadu, who the police have been disturbing. But at the right time, we will jointly make our opinion known on the harassment of our leaders.”

The Kwara State chapter of the All Progressives Congress, APC, on Friday said the invitation of Mrs. Toyin Saraki, wife of the Senate President, Dr. Bukola Saraki, by the Economic and Financial Crimes Commission was politically motivated.

However, during a media briefing in Ilorin after the state APC’s executive meeting, the state APC Chairman, Alhaji Ishola Balogun-Fulani, described the EFCC’s invitation as a calculated attempt to dent the image of the senate president and his wife.

He cautioned EFCC to avoid being used for political vendetta.

Balogun-Fulani said,
“The EFCC’s invitation of Mrs. Saraki was a shock to the APC in Kwara State because five years after her husband left office as the governor, the anti-graft agency thought it wise to invite his wife for questioning.”

Some Former Ministers Sold About 1 Million Barrels of Stolen Crude Per Day - President Buhari Reveals

 President Buhari on Tuesday in the United States vowed that his administration would trace the accounts of individuals who stashed away ill-gotten oil money, freeze and recover the loot and prosecute the culprits.

Reacting to questions from members of Nigerians In Diaspora Organization (NIDO) in the United States and Canada at the Nigerian Embassy in Washington DC on the third day of his visit, the President lamented that “Corruption in Nigeria has virtually developed into a culture where honest people are abused.”

According to him, “250,000 barrels per day of Nigerian crude are being stolen and people sell and put the money into individual accounts,” adding that the United States and other developed countries “are helping us to trace such accounts now.

We will ask that such accounts be frozen and prosecute the persons. The amount involved is mind-boggling. Some former ministers were selling about one million barrels per day. I assure you that we will trace and repatriate such money and use the documents to prosecute them. A lot of damage has been done to the integrity of Nigeria with individuals and institutions already compromised.”

Citing the example of the Nigerian National Petroleum Corporation (NNPC), President Buhari said unlike what obtained during his tenure as Federal Commissioner for Petroleum under military regime when the NNPC had only two traceable accounts before paying oil proceeds into the Central Bank of Nigeria (CBN), “now everybody is doing anyhow.”
The President, who expressed skepticism on the existence of oil subsidy, said if subsidy was removed, transport, housing and food prices would go out of control and the average worker would suffer untold hardship.

While agreeing that the “economy is in an extremely bad shape,” following 16 years of bad government by the Peoples Democratic Party (PDP) which ran down the oil refineries and had the “treasury in their pockets,” he said the All Progressives Congress (APC)-led administration would fulfill its three-pronged campaign manifesto of providing security, turning around the economy with a major focus on youth employment and fighting corruption. According to him, agriculture and mining would receive priority attention as faster job-creation avenues for the teeming unemployed youth, adding that some foreign investors had agreed to take advantage of the immense business opportunities in Nigeria.

President Jonathan when asked if the Federal Government (FG) would agree to negotiate with the Boko Haram insurgent and terrorist organization to pave way for the release of the abducted Chibok schoolgirls, replied that the FG would only negotiate if genuine and confirmed leaders of the militant sect came forward and convinced the FG of the current conditions of the girls, their location and the sect’s willingness to negotiate. “Our objective is that we want the girls back, alive and returned to their families and rehabilitated. We are working with neighboring countries if they will help,” he said.
  On when he would form his cabinet, the President, who observed jokingly that the question was chasing him around the world even to the point that at home he had been nicknamed, “Baba Go Slow!”, noted that not even the PDP during all the years it ruled the country ever never formed a cabinet within the first four months. “I am going to go slow and steady,” he assured, as he called for patience to allow the new administration “put some sense into governance and deal with corruption.”

  President Buhari promised that his administration would at the right time tap into the enormous talents available amongst members of NIDO especially as consultants while their requests for voting right in 2019, a Diaspora Commission and opening of new consulates in parts of the United States and Canada would be looked into.

  The President had earlier met at the same venue with a group of young professionals in the United States and assured them of his government’s resolve to fight corruption, remain steadfast and invest heavily in education which he said was the answer to taking the youth out of poverty and ignorance.  The youth in their huge numbers took turns to express their best wishes for the President and the country.

President Buhari Affirms Ministers Will Be Appointed In September

 Ahead of his visit to President Obama today, President Buhari wrote an article for the Washington Post titled 'Nigeria committed to good governance and fighting terror" where he datiled what he has done so far and what he plans to do towards the fight against Boko Haram and corruption. He also affirmed that his Ministers will be appointed in September.  Read the full text below...

 This month, the world moved a step closer to the defeat of Boko Haram, the jihadist group that has terrorized hundreds of thousands in the northern states of Nigeria. In one of my first acts since taking office as president six weeks ago, I have replaced the heads of Nigeria’s army, navy and air force. Our new military leadership has not been chosen because of their familiarity with those in government, as was too often the case in the past, but on their track records and qualifications alone.
These new military leaders will be based in Borno State in northern Nigeria, where the headquarters of the armed services has been relocated. This shift of resources and command directly to the front line, in addition to the replacement of the head of the State Security Service, Nigeria’s intelligence organization, and a new emphasis on working in partnership with our neighbors, has equipped us to take the fight directly to Boko Haram.

Already we are beginning to see a degrading of Boko Haram’s capabilities as a fighting force. In recent weeks, it appears to have shifted away from confronting the military directly to an increase in attacks on civilian areas, as we saw only last week when an elderly woman and 10-year-old girl blew themselves up at a Muslim prayer gathering in northeastern Nigeria. We should not be confused by this change, hateful as it is: It does not mean that Boko Haram is succeeding in its aims — it shows that it is losing.

While we work to defeat the terrorists, I ask the people of Nigeria and the world for resolve and fortitude. The campaign we will wage will not be easy; it may not be swift. We should expect stages of success and also moments when it may appear that our advances have been checked. But no one should have any doubt as to the strength of our collective will or my commitment to rid this nation of terror and bring back peace and normalcy to all affected areas.

Similarly, my determination should not be underestimated in other matters. This includes instilling good governance and tackling the scourge of corruption that has held Nigeria back for too long.

As I meet with President Obama today — the first time a president of the United States will encounter a Nigerian counterpart following the peaceful transfer of power in a contested election in our history — I will be discussing my plans for critical reforms. So, too, will I discuss why the formation of my administration is taking time and, crucially, why it must. Already there are voices saying these changes are taking too long — even though only six weeks have passed since my inauguration. I hear such calls, but this task cannot and should not be rushed.

When cabinet ministers are appointed in September, it will be some months after I took the oath of office. It is worth noting that Obama himself did not have his full Cabinet in place for several months after first taking office; the United States did not cease to function in the interim. In Nigeria’s case, it would neither be prudent nor serve the interests of sound government to have made these appointments immediately on my elevation to the presidency; instead, Nigeria must first put new rules of conduct and good governance in place.

I cannot stress how important it is to ensure that this process is carried out correctly, just as it has been crucial to first install the correct leadership of the military and security services before we fully take the fight to Boko Haram.

There are too few examples in the history of Nigeria since independence where it can be said that good management and governance were instituted at a national level. This lack of a governance framework has allowed many of those in charge, devoid of any real checks and balances, to plunder. The fact that I now seek Obama’s assistance in locating and returning $150 billion in funds stolen in the past decade and held in foreign bank accounts on behalf of former, corrupt officials is testament to how badly Nigeria has been run. This way of conducting our affairs cannot continue.

Indeed, the failure of governance, it can be argued, has been as much a factor in Nigeria’s inability thus far to defeat Boko Haram as have been issues with the military campaign itself.

So the path we must take is simple, even if it is not easy: First, instill rules and good governance; second, install officials who are experienced and capable of managing state agencies and ministries; and third, seek to recover funds stolen under previous regimes so that this money can be invested in Nigeria for the benefit of all of our citizens.

We seek the support and partnership of the United States in these tasks. The importance of the fight against terrorism and corruption in Nigeria, Africa’s most powerful economy and largest populace, cannot be underestimated. Our allies can provide much-needed military training and intelligence as our soldiers take the war effort to Boko Haram. Similarly, we look to U.S. businesses as well as the Obama administration to help develop governance initiatives that can ensure that Nigeria’s wealth benefits all its people, not just a few. By taking these steps, we will be positioned to benefit from increased investment — particularly in energy and electricity — from the United States.

I was elected on a platform of change. I know this is what the people of Nigeria desire more than anything else. I know they are impatient for action. I realize the world waits to see evidence that my administration will be different from all those that came before. Yet reforming my country after so many years of abuse cannot be achieved overnight. In our campaigns against both Boko Haram and corruption, we should remain steadfast and remember, as it is said: “Have patience. All things become difficult before they become easy.”

President Buhari How Youths Almost Overwhelmed His Security Detail, Says Only God Can Protect A Leader

 While receiving a delegation of FCT Muslim community at the presidential villa today, President Buhari narrated how his security detail was almost overwhelmed by some youths who were excited to see him as he left the Sallah prayer ground.
 According to him, the incident showed that policemen and soldiers cannot protect you, only God can.

"Today, during and immediately after the prayers, I think I was bombarded by the youths who almost overwhelmed the security, and I had to hold tight to my gown to get to my car. I was advised to enter the car from the ADC side and I refused. I went across trying to wave my hand to the wild youths who wanted to see me. On an occasion like this, it shows that after what happened to President Ronald Reagan of the USA, it is only God Almighty that protects leaders because in a mob like this, anybody with a sharp knife can get access and do a lot of damage. So, all the policemen that were deployed and soldiers since six o’ clock in the morning, before I came out two hours later in the rains, cannot protect you, only God protects. I hope God will continue to protect us.” he said

President Buhari Gives Directives for the cracking down of Piracy In Nollywood

Nollywood's growth has been stalled by piracy. Producers pump so much money into movie production and they get nothing because some big shots are reaping from where they did not sow. It's not taking President Buhari so long to clamp down on the activities of pirates as he has given directives to security agencies to fight piracy and to to bring the culprits to their knees.

Pesident Muhammadu Buhari has directed law enforcement agencies to step up their efforts to curb the menace of pirates in Nigeria's entertainment industry so that artistes can enjoy the fruits of their labour. President Buhari gave the directive after receiving a briefing from the Permanent Secretary of the Ministry of Information, Dr. Folasade Yemi-Esan and her Directors Tuesday in Abuja.

“Nollywood is making progress. We should work with them. Unless they are backed, they will be ruined by pirates who want to reap where they have not sowed. "They have built an industry with their own sweat. It is therefore incumbent on us to give them the necessary support,” President Buhari said.

He charged law enforcement agencies to identify the perpetrators of copyright piracy, their sponsors and collaborators, and bring them to justice. President Buhari also charged the Nigeria Television Authority (NTA) and the Federal Radio Corporation of Nigeria (FRCN) to tap into the opportunities presented by their wide reach to shore up their revenue profiles. Presient Buhari Revokes Coastal Protection Of Oil Pipelines Contract Awarded To Former Niger Delta Militant Leader Tompolo

One of the pitfalls of President Goodluck Jonathan administration according to unbiased people was using private security firms owned  by militants or terror groups to protect different sectors of the country. If a country cannot use its army,navy and other agencies to protect his citizens, then there is a structural failure.
President Muhammadu Buhari has ordered the immediate termination of the coastal and pipeline protection contract awarded to former Niger Delta militant leader Government Ekpomupolo alias Tompolo by President Goodluck Jonathan.
In 2011, President Jonathan awarded a contract to provide security along Nigeria's maritime borders to Global West Vessel Specialists Nigeria, a company owned by Tompolo. Seen as a political gesture, President Buhari has instructed the Nigerian Maritime Administration and Safety Agency (Nimasa) to discontinue payments for the provision of platforms for security.


 With the revocation of the contract, money paid to the private firm will now be channelled to the Nigerian Navy and marine police to secure the nation’s waterways. According to a source at the Federal Ministry of Transport, the $103m (N21bn) maritime security contract was approved by former President Jonathan and awarded by Nimasa in 2011, shortly after Patrick Akpobolokemi, was appointed to head the agency.


 It is believed that payments have been stopped since June, with Mohammed Bashir, the permanent secretary in the transport ministry directing Mr Akpobolokemi to halt payments for the controversial maritime security contract until further notice. Others who benefitted from similar contracts include Mujaheedin Asari-Dokubo and Chief Bipobiri Ajube, Alias General Shoot-At-Sight, as well as Odua People's Congress founder Dr Frederick Fasheun and the leader of its other faction Otunba Gani Adams.  

According to the transport ministry source: “It is difficult to believe that former President Goodluck Jonathan would hand out the security of the nation’s entire maritime domain to his kinsman under the guise of public-private partnership. It was certain that such a contract would not stand the test of time and like the pipeline security contracts awarded by the same regime, its time is over.”   However, former senior special assistant to the president on maritime, Leke Oyewole, advised the federal government not to go back to the old ways when Nimasa was handling water security.

He noted that ever since Tompolo's company was put in charge of providing platforms for security on the nation’s waters, there had been an improvement.

 Last month, pioneer Nimasa chairman Alhaji Tijjani Ramalan, alleged that Tompolo's company was paid N1.5bn monthly to execute the contract. He lamented that despite the huge payment, the country is still losing more than 400,000 barrels of crude oil daily to oil thieves.
